Water resources are essential for the livelihood of society and are also the key to industrial and economic development, and social stability. Under the impact of global warming and climate change, water resources management has become increasingly challenging due to frequent droughts and floods and the widening gap between water abundance and scarcity. In recent years, the implementation of water rationing measures during drought periods in our country has highlighted the vulnerability of water supply systems. In the first quarter of this year (2023), the southern region is once again facing the dilemma of a century-long drought due to a prolonged lack of rainfall.
 
According to a report released by the United Nations on World Water Day in 2020, to reduce the impact and driving factors of climate change, it is necessary for humanity to change the way we use the limited water resources on Earth. Traditional water resource development in Taiwan is no longer easy, and climate change poses challenges to the stable supply of water resources. Therefore, strengthening the development of reclaimed water and promoting various types of utilization is becoming an inevitable trend. Our country, through the promulgation of the "Reclaimed Water Resources Development Act" and its authorized subsidiary laws, along with the construction of public sewage systems, is promoting reclaimed water projects through inter-ministerial cooperation. At the same time, this is also an opportunity to develop reclaimed water technology, expand the scale of the industry, and create a friendly environment for reclaimed water resources. It is hoped that, in line with the domestic megatrend of "circular economy," through the development and management of reclaimed water resources, a "Model of Circular Economy of Water" with elements of water conservation and water creation can be realized.
 
The Fundation actively engages in the compilation and translation of popular engineering books to promote engineering knowledge and enhance the public's awareness. In collaboration with the Sinotech Engineering Consultants, Inc., we have jointly compiled a specialized book. Through introducing the circulation of water resources in the environment, diversified water resource development, relevant international standards, foreign water resource management policies and important cases, as well as the current situation of reclaimed water resource development and related regulations in Taiwan, we aim to clarify the promotion models for two emerging categories of water resources: "systematic reclaimed water" and "non-systematic reclaimed water." We also look forward to discussing the applications and future development of various water reclamation technologies, as well as the development vision of the reclaimed water industry in our country. It is hoped that the public will pay more attention to the development and sustainable utilization of recycled water resources.
