The Construction and Planning Agency, Ministry of the Interior, is actively promoting the construction of reclaimed water facilities, in cooperation with the construction of public sewage systems. Among them, the Yongkang Water Resource Recycling Center is the latest water reclamation plant in the country. It supplies high purity reclaimed water to the Southern Taiwan Science Park, which significantly reduces the use of freshwater resources in the Tainan area, implements water resource recycling and lowers the pressure on the regional water supply.
On September 8th, the Foundation, in collaboration with the Water Resources Bureau of Tainan City Government and Sinotech Engineering Consultants, Inc., co-hosted the " Tainan Yongkang Water Resources Recycling Center Visit and Seminar". The event was also co-organized by the Construction and Planning Agency of the Ministry of the Interior, Forest Water Environmental Engineering Co. Ltd., Stantec Taiwan, Department of Bioenvironmental Systems Engineering NTU, Graduate Institute of Environmental Engineering NTU, Water Resources Committee of the Chinese Institute of Civil and Hydraulic Engineering, Sustainable Development Committee of the Chinese Institute of Civil and Hydraulic Engineering and the Sustainable and Circular Economy Development Association. Additionally, the event incorporated the introduction of the newly released book “Circular Economy of Water” and invited relevant experts from the government, academia, and industry to participate. Through discussions and on-site visits, participants gained a deeper understanding of the technology and management models for reclaimed water resources.

The seminar in the morning was held in the lecture hall of the Water Resources Recycling Center. After opening remarks by Mr. Sheng-Bao Tseng, Chairman of Sinotech Engineering Consultants, Inc., and Mr. Lin Ying-Jie, Deputy VP of Mountain Forest Environmental Engineering Co., the presentations on "Circular Economy of Water" and "Opportunities and Challenges of Emerging Technologies in Taiwan's Reclaimed Water Projects" were delivered by Mr. Chu Ching-Ping, Deputy Director of the Environmental Research Center at the Sinotech Engineering Consultants, Inc., and Associate Professor Pan Shu-Yuan from the Department of Bioenvironmental Systems Engineering at National Taiwan University. The session concluded with the introduction of the newly released book "Circular Economy of Water".
The book was co-authored and published by Sinotech Engineering Consultants, Inc., and our organization, and provides a general introduction to the development status, technology, regulations, and domestic and international cases related to reclaimed water resources. It aims to increase public awareness and understanding of reclaimed water and the recycling of water resources to promote sustainable water resource utilization.

In the afternoon session, Mr. Chan Yi-Chin, Deputy Director of the Water Resources Bureau of Tainan City, delivered a speech and received an appreciation certificate from the organizers. Following that, Mr. Cheng Hung-Guang, Director of the Yongkang Water Resources Recycling Center, shared insights into the background and process of the construction of the water reclamation facilities in Yongkang Plant. A comprehensive seminar and lively interactive discussions followed, fostering a fruitful exchange between academia and operational experiences. After the seminar, Director Cheng Hung-Guang and Deputy Director led all participants on a guided tour of the Yongkang Water Resources Recycling Center and various units in the water reclamation plant, leaving a profound impression on the participants for the technology and management models of reclaimed water.
