Hydropower is a clean, renewable energy source that aligns with the global trend toward net-zero emissions and the current domestic policies. Taiwan experiences abundant rainfall and has rich hydropower resources. In addition to the existing large-scale hydropower projects, small hydropower, which has a lower environmental impact and high recycling value, is also gaining increasing attention. This foundation aims to improve the engineering and technological standards in our country, support national policies, and promote economic infrastructure development and the widespread adoption of technology. In addition to actively collecting and preserving domestic literature on hydraulic and civil engineering, the foundation also works to introduce advanced technologies from abroad, translate high-quality technical documents, and make them available for public access.
Taiwan, like Japan, is an energy-importing country with limited domestic energy production. Their geographical and climatic conditions are also remarkably like Japan’s, so Japan's experience and achievements in small hydropower could serve as a valuable reference for Taiwan’s efforts to develop small hydropower. The "Guide for the Installation of Small Hydropower (4th Edition)," published by Japan's Water and Disaster Management Bureau, Ministry of Land, Infrastructure, Transport and Tourism, presents various case studies of small hydropower installations across Japan. The information is detailed and practical, making it an excellent resource for reference in Taiwan.
